Plan Consult provided consultancy services for the development of Strategic Capacity Building Framework for the Local Government Service (LGS). The objectives of this assignment were:
- To improve on the coordination, ownership and sustainability of the capacity building activities of the service
- To develop strategies in assessing and working with consultants/ service providers at all levels of the service.
- To enhance knowledge management in the service
- To develop strategies for gap assessment and targeting of capacity building interventions
The scope of the assignment focused on the following thematic areas:
- Coordination of capacity building activities, ownership and sustainability
- Gap assessment and targeting strategies
- Criteria for assessing service providers (LGSS, RCC, MMDAs)
- Criteria for building inventory of the capacity building activities
- Log frame for the continuous monitoring and evaluation of capacity building activities across membership of the Service
